Partneri zbatues (Eksperti) mund te jete person juridik / individual i cili do te kontraktohet nga Ambasada Britanike dhe Komisioni Qendror Zgjedhor. Produkti i pritshem eshte nje vleresim cilesor dhe sasior i Sistemit te Integruar ekzistues te Menaxhimit te Informacionit Zgjedhor (IEMIS) si dhe identifikimin te hapesirave te mundshme te permiresimit te metejshem te sistemit per te permbushur kerkesat e transparences.

TERMS OF REFERENCE
For legal entities / individual
Brief description: The British Embassy in Tirana in collaboration with The Albanian Central Election
Commission (CEC Albania) are looking for an Implementing Partner (IP) to engage in evaluating and
developing technical specifications and requirements for the upgrade of the CEC Elections Information
Management System. The IP can be a legal entity/ individual, contracted by the British Embassy, and both
The Albanian Central Election Commission (CEC Albania) and the British Embassy will supervise its work.
The expected output is a qualitative and quantitative assessment of the existing Integrated Elections
Management Information System (IEMIS) as well as identifying the potential areas of further upgrades of
the system to meet the requirement of transparency.
Background and Justification: The Albanian Central Election Commission (CEC) uses an Integrated
Elections Management Information System (IEMIS), which has been used for the parliamentary and local
elections of 2013, 2015 and 2017. The assessment report of the CEC IEMIS envisages that it is necessary
to prepare for each election to give time to specify changes in software requirements implement those
changes and test them.
Therefore, the British Embassy in Tirana, together with The Albanian Central Election Commission (CEC
Albania) intend to engage a qualitative and quantitative assessment of the existing Integrated Elections
Management Information System (IEMIS) as well as the potential areas of further upgrades of the system
to meet the requirement of transparency.
The result of the assessment is expected to lead to a report of technical requirements and specifications
for the upgrade of CEC Integrated Information Election Management System.
The British Embassy in Tirana in collaboration with The Albanian Central Election Commission (CEC
Albania) are looking for an Implementing Partner (IP) to engage in designing and developing technical
specifications and requirements for the upgrade of CEC Integrated Information Election Management
Task and Responsibilities:
a. Develop an assessment methodology and an action plan for the implementation of the CEC
Integrated Information Election Management System
b. Assess the existing Integrated Elections Management Information System (IEMIS) and identify the
needs for further upgrade of the system.
c. Design and develop the technical requirement and specification for supply and installation of CEC
Integrated Information Election Management System
d. Prepare a final report to confirm and validate the system changes implementation as per the
technical specifications prepared.
Master degree in computer science, information management, business administration.
o Bachelor degree in Computer Science or Information Systems.
High fluency in communicating and writing in both English and Albanian languages
Previous experience in IT projects with high complexity and systems integration is preferred.
At least 10 years of general professional experience of which at least eight years of demonstrated
specific experience in information system requirements analysis, business requirements, user
requirements, software requirements, interface requirements.
Experience in developing Software Requirements Specifications using or is highly closely familiar with
IEEE 830 Standard and is able to demonstrate it.
Extensive knowledge and experience developing, documenting and delivering UML Use Cases and
related artifacts such as class diagrams, sequence diagrams, etc.
Have produced system and software specifications for medium size systems involving large databases
handling at least 100000 records or greater either in the public or private sector.
Similar experience in producing system requirements specifications for Albanian public sector
information systems is considered an advantage.
Have extensive experience with the System Development Life Cycle and have used object-oriented
development methodologies, and is familiar with JAD, and similar methodologies and tools.
Inception report including the development of an assessment
methodology and an action plan for the implementation of the
CEC Elections Management Information System.
3 working days after the
Draft version of technical requirement and specification for
Supply & installation of CEC Elections Management System
7 working days after the
Final version of technical requirement and specification for
Supply & installation of CEC Elections Management System.
10 working days after the
Final report to confirm and validate the system changes
implementation as per the technical specifications prepared.
15 working days after the
upgrade of the system
Additional Skills and Experience
Ability to prioritize and perform demanding tasks against tight deadlines;
Strong technical writing skills, ability to conduct interviews and meetings, to conceptualize, write and
develop technical documents and to present information in a clear and concise manner.
Experience as MIS Business or Systems Analyst, Project Manager or Senior Engineer, responsible for
business and organizational analysis, business process definition, and/or managing large size projects
in government organizations.
