In support of the Law no.139 2015 "On Local Self-Government" of Law No. 8224, dated 15.5.1997 "On the Organization and Functioning of the Municipal and Communal Police" (as amended), Article 11 of the Internal Regulation " Tip "of the municipal and commune police, DCM no.525, dated 11.9.2018," For some changes in the decision no.313 of 1.7.2002 of the Council of Ministers for setting the structure, number of employees and budgeting of the amended municipal and communal police ", the Municipality of Tirana announces the competition procedures for vacancies:

[b] Candidate candidates must meet the following special requirements: [b]

- To be an Albanian citizen;
- You have completed secondary education;
- You are of age from 19 to 27 years old;
- Being in good health and able physically and mentally to act;
- Have high moral and civic qualities;
- To be not convicted by judicial and judicial bodies by a final decision;
- It is preferable to have worked in the state police and not being convicted of serious violations
criminal offenses;

Candidates must submit the following documents:
Application form (handwritten);
b- Curriculum Vitae
c- Photocopy of the Identity Card;
d- Certificate of family composition;

f- Photocopy of the school diploma and list of notarized grades;
g- Different qualification certificates (if any);
h- Photocopy of the workbook.
i- The motivation to leave the last job (if it is employed or has been employed);
j- Forensic medical report;
k - Verification of the Judicial Status;
l- Attestation by the prosecution (not currently in the process of investigation)
m-Certification by the Court (not currently in the judicial process)
n- Verification by the Directorate of Taxes (which is not a natural and legal person);
p- 2 Photographs (one piece 9 x 6 cm and one piece 2.5 x 3.5 cm).


[b] Documents must be submitted by post or on the counters of the Information and Services Sector in the Municipality of Tirana within 27.05.2019.

RESULTS FOR THE FIRST DOCUMENTATION VERIFICATION PHASE

On 03.06.2019, the Human Resources Unit of the Municipality of Tirana will be announced in the portal "National Employment Service", on the website of the Municipality of Tirana, in the public information booths and in the booths at the Municipal Police, the list of candidates meeting the special conditions and requirements, as well as the exact date, place and time when testing is to take place. Disqualified candidates have the right to appeal to the Human Resources Unit of Tirana Municipality. The appeal period is 2 days from the date of the announcement of the verification results.

KNOWLEDGE, KNOWLEDGE AND QUALITY SCIENCES WHO WILL TESTING DEVELOPMENT

Candidates will be evaluated in relation to:
a- Knowledge on Law No.139 2015, "On Local Self-Government"
b- Knowledge of Law No. 8224, dated 15.5.1997 "On the Organization and Functioning of the Municipal and Communal Police" (as amended)
c- Knowledge of the Internal Regulation "Tip" of the municipal and commune police.
d- The Code of Administrative Procedures of the Republic of Albania.

CANDIDATE ASSESSMENT METHOD

Candidates will be evaluated in relation to the submitted documentation:
Candidates will be evaluated for field experience, training or qualifications.

Candidates in written testing and oral interview will be evaluated in relation to:
a - knowledge, skills, competence in relation to the work;
b- Their previous experience;
c- Their motivation, aspirations and career expectations.

The total points for the evaluation of the candidates are 100 points detailed as follows:

The maximum rating for the documentation is 25 points
The maximum assessment for written testing is 45 points
The maximum rating for the oral interview is 30 points
Candidates who receive 60% (27 points) of written test scores have the right to continue the oral interview phase.

DATE OF EXPENDITURE OF COMPETITION AND COMMUNICATION MANNER

At the end of the candidate's assessment (written test and oral interview), the Human Resource Unit in the Municipality of Tirana will announce the winners on the portal "National Employment Service" on the Tirana Municipality website at the public information booth and on the booth at the Municipal Police. Non-winner candidates have the right to appeal to the Human Resources Unit of Tirana Municipality. The appeal period is 5 days from the date of the announcement of the test results.

Ne daten 03.06.2019, Njesia e Burimeve Njerezore ne Bashkine e Tiranes do te shpalle ne portalin “Sherbimi Kombetar i Punesimit”, ne faqen e internetit te Bashkise Tirane, ne stendat e informimit te publikut dhe ne stendat prane Policise Bashkiake, listen e kandidateve qe plotesojne kushtet dhe kerkesat e posacme, si dhe daten, vendin dhe oren e sakte kur do te zhvillohet testimi. Kandidatet e skualifikuar kane te drejte te ankimohen prane Njesise se Burimeve Njerezore te Bashkise Tirane. Afati i ankimimit eshte 2 dite nga data e shpalljes se rezultateve te verifikimit.
